Background: The United States Central Command (USCENTCOM) Strategy, Plans and Policy Countering Weapons of Mass Destruction (CWMD) Division (CCJ5-C) provides CWMD mission management, strategic direction, policy guidance, planning, operational support, coordination, and conducts activities in support of USCENTCOM responsibilities to counter weapons of mass destruction in the USCENTCOM region. Specifically, the division conducts Cooperative Defense Program (CDP) activities to improve partner nation capacity to prevent, prepare for, respond to and mitigate the effects of a WMD incident. Additionally, the Division is charged with assisting USCENTCOM regional partner nations in developing CWMD-related deterrence and contingency plans to prevent WMD material acquisition and proliferation; contain and rollback WMD threats and threat networks; and respond to Chemical, Biological, Radiological and Nuclear (CBRN) incidents and crisis. The CCJ5-C also conducts assessments and provides exercise support.

The Division's Partner Nation Capacities (PNC) Branch improves individual Partner Nation (PN) and regional capabilities by executing the CDP to defend against, prevent, prepare for, respond to, and mitigate the effects of a chemical, biological, radiological, nuclear, or Toxic Industrial Chemical/Toxic Industrial Material related incidents. This effort includes planning and conducting bilateral and multilateral CWMD-related exercises, professional development workshops and seminars to promote program goals, enhance regional dialogue and cooperation and improve multilateral PN capacity and increase interoperability with U.S. and other partner nation forces.

Job Description

  • Act as an Integrated Border Security (IBS) Analyst SME and country lead for Tajikistan, Kyrgyzstan, and Turkmenistan providing recommendations to increase Partner Nation capabilities and capacities in the areas of WMD threat assessments, CBRN Passive Defense, WMD medical countermeasures, consequence management, force protection, WMD Counter Proliferation (CP) (border security), and related policy and/or program work.
  • Provide recommendations to Partner Nations in the areas of CWMD/CBRND/CP plans and policy applications as well as the sequence and timing of key CWMD/CBRND/CP events to exercises as required and recommends methods of evaluating the effectiveness of planning actions.
  • Assist in the establishment and application of CBRND/CP measures; provide technical advice regarding the CBRND/Border Security equipment and operations; provide advice on medical countermeasure types, storage, and use; principles involved in consequence management; perform vulnerability analysis in the areas of detection, individual and collective protection, decontamination, and analytical instrumentation and provide sensitive site assessment/exploitation.
  • Provide technical advice to assist partner nations in developing a response strategy or course of action to enhance CBRND and Border Security readiness.
  • Make recommendations on existing and new Interagency/International engagements related to expansion and implementation of specific instruments, increasing security, and decreasing proliferation of WMD.
  • Create, plan, coordinate, and execute acquisition programs in support of partner capacity building efforts related to Foreign Military Sales and Financing and Section 333 train and equip authorities.
  • Access and update the SOCIUM and Command and Control of the Information Environment (C2IE) databases. 

Qualifications

  • Bachelor’s degree or equivalent from an accredited college or university in a discipline applicable to the effort.
  • 10 or more years of relevant experience.
  • Previous experience working as a country lead or in support of a country lead supporting CWMD, CBRN, or border security initiatives.
  • Knowledge of CBRND/border security equipment and operations.
  • Experience performing vulnerability analysis in the areas of detection, individual and collective protection, decontamination, analytical instrumentation and providing sensitive site assessment/exploitation
  • Experience planning the sequence of key events and milestones for bilateral and multilateral CWMD, border security and other security cooperation related events.
  • Experience conducting partner nation CWMD assessments, analyzing results, and making recommendations for improvement.
  • Knowledge of SOCIUM and Command and Control of the Information Environment (C2IE) databases. 
  • Familiarity with Foreign Military Sales and Financing and Section 333 train and equip authorities.
  • Able to read, write, and speak English fluently.
  • Ability to meet all requirements for travel to the CENTCOM AOR.
