Overview:

IntelliBridge is an award-winning national security company looking for a Senior Consultant to support our contract with the Office of the Assistant Secretary of Defense for Industrial Base Policy (OASD(IBP)) Manufacturing Capability Expansion and Investment Prioritization (MCEIP).

The Senior Consultant will act as a Chief of Staff / Senior Advisor to the Defense Production Act Investments (DPAI) program within the MCEIP directorate.  The Senior Consultant will provide subject matter expertise and program management services to the Director of the DPAI program within the MCEIP directorate.  The Senior Consultant will be capable of juggling multiple priorities and acting as a liaison between the Director and the rest of the DPAI team.

Responsibilities/Duties:   

The Senior Consultant’s responsibilities may include, but are not limited to the following:

• Provide subject matter expertise and program management services to the DPAI program within the MCEIP directorate.
• Leverage knowledge of Defense Production Act authorities to provide expertise and consultation in various areas including industrial base analysis, research and development (R&D) related analytical support, policy guidance, project management and monitoring, and recommendations for improving execution of authorities.
• Engage in data collection, develop budgetary suggestions, perform audit activities, prepare necessary documentation, and provide analysis-based administration support, including the preparation and facilitation of data packages. 
• Track all taskers for the office, review products to ensure compliance with templates and strategic messaging, and provide feedback on products to other team members. 
• Develop talking points, presentations, and point papers for industry, DoD offices, other government agencies, and Congress.
• Draft legislative proposals to increase the efficiency of utilizing DPA authorities. 
• Act as a liaison between the DPAI office, the DPA Title III Executive Agent Program Office, and other contracting offices. 

Required Qualifications:

• Four (4) Year Degree from an accredited university.
• Minimum of eight (8) years’ work experience. 
• Familiarity with the DoD.
• Excellent time management skills. 
• Ability to multitask multiple high priority assignments simultaneously. 
• Extensive knowledge of Microsoft Office Suite (Word/Excel/PowerPoint/Access).
• Excellent oral and written communication skills.
• Exceptional interpersonal skills. 

Preferred Qualifications: 

• Familiarity with the Office of the Under Secretary of Defense for Acquisition & Sustainment (OUSD(A&S)).
• Experience preparing correspondence.
• Experience drafting talking points, presentations, articles, and position papers for a variety of different audiences.
