Responsibilities
Seeking an experienced and highly adaptable professional to fill the role of Sr Supply Chain Compliance Principal; responsible for overseeing compliance of the organization’s supply chain system and serve as competition advocate. This individual will serve as the organization’s expert on supply chain policy and procedures to include, but not limited to establishing, enhancing, managing, and auditing a purchasing system, compliant with U.S. government agency regulatory standards.
Primary Duties shall include:
- Liaison between organization and DCMA representative(s) and other external partners for all matters related to CPSR and compliance (CAS Notifications, initial review, corrective action plan, periodic audits, etc.)
- Influencing, educating and training various internal and external partners on supply chain policy and procedures.
- Develop and maintain training materials in compliance with the organization’s purchasing system requirements (including supply chain personnel and program/capture management).
- Developing and updating form documents in accordance with supply chain policy and procedures; to include, but not limited to: Source Selection, Supplier Due Diligence/Risk Mitigation actions, Reps & Certs, Small Business Subcontracting Plans, Cost/Price Analysis, Advanced Notification/Consent package, Negotiations, Make/Buy, Request for Proposals, etc.)
- Develop standard award document templates (teaming agreements, non-disclosure agreements, letters of intent, authorization to proceed, letter subcontracts, various subcontract types, mandatory contract flow-down clauses, etc.) along with guidance and workflow approval process for determining contract type. Coordinate with legal team for review and approval of established templates and guidance.
- Develop strategies and reporting requirements for compliance with numerous policies, public law and regulatory requirements (FFATA, eSRS, Minimum Labor Category Qualification Control System, Cybersecurity requirements, CAS Notification, EEO, Closeouts, Insurance Requirements, etc.)
- Perform/coordinate internal compliance audits as required by supply chain policy and procedures.
- Keeping up-to-date on latest FAR and other government regulatory compliance updates to quickly assess impact to business operations and update policies and procedures as required.
- Maintain flow-down of delegations of authority and workflow authorization requirements.
- Establish and coordinate with capture & proposal development team to develop subcontracts related proposal templates, approval workflows and color team review procedures.
Qualifications
- Bachelor’s degree from an accredited institution preferred, plus related experience in Supply Chain Management for 15 years or more.
- Extensive working knowledge of Federal Acquisition Regulation (FAR) and other government agency contract clauses.
- Ability to correlate applicable contract clauses with CPSR policies and procedures.
- Excellent negotiation, oral, and written communication skills are required.
- Candidate must possess a positive and proactive attitude and ability to multi-task high visibility critical tasks simultaneously.
- Must have experience and working knowledge of Subcontracts (subcontracts management, risk management, document preparation, proposal support, etc).
- Must be a self-starter with excellent problem solving and organizational skills.
- Must have strong Microsoft Office suite products.
- Ability to synthesize complex procurement and subcontract issues, regulatory guidance, acquisition policy and internal audit requirements and communicate to internal (or external) collaborators with different backgrounds and disciplines.
- Ability to forge and maintain good relationships both internally and with teammates and able to work well as part of a team in collaborative settings as well as independently.
- Regularly interacting with internal partners, management (at all levels), and supply chain team with regard to acquisition requirements and training.
- Ability to be cleared preferred
