Purpose of the job

Under the direct supervision of the Security Coordinator, the Security Officer will assist operations to maintain, improve and expand project activities.

The position holder will provide expert advice on Safety and Security to all entities based in the operational areas, to assist cluster field staff identify changes and trends in safety and security environment in the areas of operations. S/he will ensure that adequate and up-to-date policies and procedures are in place and ensure staff have the information they need to manage operations, to identify issues, and to recommend and implement measures to reduce them.

Job Description

Development and Implementation of security management plan

  • Work with security unit to develop, consolidate and implement operating procedures and contingency plans.
  • Maintain record of security trainings for staff. Update security incident database regularly.
  • Ensure replenishment of hibernation kit, first aid kit.
  • Conduct security risk assessments, and review security management plan of contracted and prospective offices and residences.
  •  Assist security unit to establish and maintain relations and networks to facilitate understanding and influences on security environment.
  • Spearhead on day-to-day operations related project activities and liaison with authorities and other entities for administrative and substantive staff, program and organizational needs.
  • The incumbent will participate in joint safety and security, road assessment in areas of concern organized by ASMT and other INGOs focal person.
  • Monitor open sources to collect, compile and report information including incidents and trends pertinent to our activities in area of responsibility.
  • Work closely with SNV field management teams to ensure all incidents are followed up with an official written report.
  • Assist to monitor the operating environment, identify new threats, assess SNV vulnerabilities, and recommend possible responses. Contribute to local-level conflict sensitivity analysis and macro- level analysis of trends.
  • Prepare weekly relocatable staffs, ground movement plans and submit to Field Coo every Monday morning.
  • Reports on security status to Director Operations and CD.

Analyses and advise on security incidents that affect operations.

  • Analyses and advises security risk, incidents, threats, or failures that may affect operations. This includes specific events, forecasts, and strategic developments. Provides updates to CMT, via the Director Operations on a regular basis on security and risk levels and actions needed.
  • Maintain an updated list of necessary telephone and contact numbers of authorities in all SNV areas of work.
  • IN coordination with the relevant department, ensure ‘constant companion’ / emergency contact information is regularly updated.
  • Ensure compliance with security procedure and policies determined by the CMT. Proactively ensure that the team member operate in a secure environment and are aware of polices.

Secure travel process

  • Coordinate with project managers to track tram movements in field. Establish a communication system with the field team when/where necessary. Advise on travel restrictions or precautionary conduct of field offices and field members as required.
  • Coordinate with the operations and procurement mangers to ensure drivers are trained on safety issues and have appropriate security awareness.

Representation in national networks

  • Maintain a network of contacts within INGOs, Ios and the security stakeholder community and represent SNV in security-related forums.

Training of management and staff regarding security

  • Assist in organisation and delivery of staff security training. Ensure staff have the security awareness and skills they need to be effective. Prepares the introductory (travel) safety briefings material from staff travelling to Ethiopia.
  • Provide security briefings and updates to new hires, visitors and consultants as needed. Ensure security orientation is integrated with standard and office operational systems.

Qualifications

  • BA degree in a relevant Social Science field require.
  • At least five years of relevant experience in the field of safety and security for an international nongovernmental organization.
  • Experience in supporting the implementation of appropriate risk mitigation plans, processes, and technical control’s.
  • Proven ability to build relationships and with a track record of good written and verbal communication skills in English.
  • Perfect knowledge of written and oral English is essential, and knowledge of several local languages is preferable.

Additional Information

Contract Type: National

Expected start date: As soon as possible

Duty Station:  Addis Ababa

Contract Duration: One year with the possibility of extension based on performance and budget availability.
