Project Overview:

For over 70 years, Bechtel has been at the forefront of nuclear innovation delivering clean, reliable energy worldwide on over 150 nuclear power plants, adding more than 74,000 megawatts of nuclear generation capacity to the world. 

 

Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

 

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland. Upon initial hire and onboarding, the position will require full time presence in the Richland, WA project office. Part-Time telework flexibility may be an option as the project progresses. 

 

Position Summary:

As the Operational Technology (OT) Cyber Engineering Group Supervisor (EGS), you will be responsible for supervising engineers and technologists and leading the OT Cyber engineering activities on the project. The OT Cyber EGS reviews and approves key OT Cyber engineering documents and must have broad knowledge of industry and regulatory standards, and design criteria pertinent to engineering. This is a working EGS position where the EGS will sometimes have to originate some deliverables and may utilize off project resources for checking and approval.

 

The OT Cyber EGS is required to have a good knowledge of Bechtel’s administrative practices and supervisory experience. Additionally, the ideal candidate must have excellent communication skills (both verbal and written) and can be the “face” of Bechtel, promoting our leadership, quality, and safety values, to external partners including vendors, construction companies, and other subcontractors.

 

The OT Cyber EGS will be the primary, working-level interface with Partner cybersecurity personnel, managing the DOR, coordinating activities and deliverables, and interfacing with other on-Project and off-Project functions and disciplines as required. You will be the Project subject matter expert for Operational Technology Cybersecurity Engineering, implementing systems for evaluating and mitigating cybersecurity risk for OT systems, and researching various technologies and methods that can be used to improve the cybersecurity posture of OT system.

 

Responsibilities:

Responsibilities include preparing engineering and project policies, plans and procedures; planning disaster and recovery; adhering to configuration management; and planning continuous monitoring strategies. In the work environment, the candidate will need to work closely with IS&T and other cybersecurity professionals to achieve a common goal.

 

The successful candidate will be a great communicator and have the desire to work in a very dynamic environment, deftly managing multiple communication fronts, adhering to highest ethics standards, to meet project goals.

 

  • Establish and maintain work plans to ensure schedules are met and stakeholder requirements are satisfied. Create and track actions, estimate hours, and update schedules.
  • Manage discipline work process execution and assure technical adequacy in accordance with company, contract, and industry codes and standards.
  • Be accountable for error-free deliverables.
  • Provide leadership and mentoring to team members.
  • Create meaningful goals working with the team and ensure goals are met.
  • Devise new approaches to solving problems from a variety of detailed technical options and assess cost implications.

 

Qualifications and Skills:

Basic Qualifications:

Level I:

  • BS degree from a US accredited institution in Cybersecurity, Information Technology, Computer Science, Mechanical, Electrical, Chemical, or related discipline plus 9 years of related experience in control systems engineering/cybersecurity; or without degree, 13 years of related experience in control systems engineering/cybersecurity.
  • Must be authorized to live and work in the US without sponsorship.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

 

Level II:

  • BS degree from a US accredited institution in Cybersecurity, Information Technology, Computer Science, Mechanical, Electrical, Chemical, or related discipline plus 13 years of related experience in control systems engineering/cybersecurity; or without degree, 19 years of related experience in control systems engineering/cybersecurity.
  • Must be authorized to live and work in the US without sponsorship.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

 

Minimum Qualifications:

  • Experience with one or more cybersecurity program standards (IEC/ISA 62443, NIST SP 800-53, NIST SP 800-82, ISO 27001, NEI-08-09, etc.)
  • Prior experience working in a Nuclear, Quality and Safety Environment.
  • Experience in nuclear plant design or operations (DOE facility or power plant).
  • Experience in working with procedures meeting quality assurance programs such as ASME-NQA-1
  • Knowledge of industry and regulatory guides, codes, and standards.
  • Experience with cybersecurity / security controls requirements and design specification, risk-based assessment, and implementation.
  • Experience implementing security controls, such as NIST SP 800-53.
  • Hands-on Microsoft Office programs and other computer programs.
  • Necessary skills to present technical subjects with competence and confidence.
  • Excellent oral and written communication, planning, and organizational skills.

 

Preferred Qualifications:

  • Level I: GICSP, CCNP Security, Security+ CE or other equivalent cyber security certifications; or ability to obtain in six (6) months.
  • Level II: CISSP, CCIE Security, CCDE, GRID, GCIP or other equivalent cyber security certifications
  • Familiar with Bechtel standard programs.
  • Familiar with Engineering Department Procedures (EDPs) and their application to projects.
  • Knowledge of design standards and guides, and Bechtel Standard Application Programs (BSAPS).
  • Experience implementing/reviewing cyber security related plans, policies, and procedures.
  • Experience administering windows systems (active directory, user, policy, and log management)
  • Experience supporting an ICS in an operation environment.
  • Experience managing Digital Asset lists and critical systems lists.
  • Experience performing risk-based security controls assessments.
  • Working knowledge of systems architecture concepts, configurations, and standards
  • Communication and interpersonal skills that enables both independent and/or team approach to assigned technical work tasks.
  • Ability to collaborate and maintain solid working relationships with peers internal and external to the project and the NS&E organization.
  • Ability to articulate ideas and write clear and concise reports.
  • Professional Engineer License
