Within this role you will have regional responsibility for the implementation of the security strategy for network crime, to tackle all external network crime ensuring delivery of a measurable security response through Specific / bespoke network security solutions.

What you’ll be doing

 

  • Regional responsibility for the implementation of the security strategy for network crime, to tackle all external network crime ensuring delivery of a measurable security response through Specific / bespoke network security solutions. 
  • Accountable for maintaining a 24/7 security Regional taskforce responsible for identifying crime trends and designing response plans including crime scene forensic recovery, Intel gathering. Which meets NIM (national intelligence model) guidelines plus ensure full compliance with RIPA (Regulation of investigation Powers act). 
  • Responsible for developing/ managing the regional Senior level partnership relationship with all Law enforcement agencies  and industry partners [i.e. Home office Police forces, Local authorities, BTP, British metal recycling agency], identifying criminal threats which  can impact on the network securing their services for the detection and prosecution of anyone unlawfully targeting Openreach. 
  • Responsible for delivery of the regional security compliance check programme i.e. People operating in the network [Openreach employees and / or contractors 3rd parties under Duct and Pole access].  
  • Responsible for the implementation and deliver of OR, to investigate any SMD [Scrap Metal Dealer] found to be in breach of the act, recover stolen cable from their supply chain and drive increased level of active security checks/ campaigns during high period of criminal activity. 
  • Responsible for ensuring that Openreach have sufficient vetted scrap yards to process cable. 
  • Accountable for not failing to discharge the legal requirement of RIPA as this could jeopardise results and affect Openreach / BT reputation.  
  • Responsible for creating a safe and secure environment for regional taskforce members  during security day/ night operations &  surveillance, with no danger to life, also ensuring that Openreach people, third parties /contractors  operate securely in the external network. 
  • Responsible for identifying security weakness in the network and drive regional police engagement to respond to and resource network incidents to secure arrests.  
  • Accountable for ensuring that security operations are fully capable of clarifying the legitimacy of anyone working in the network, defining the intelligence to target and remove criminal gangs posing as contractors and OR employees.  
  • Accountable for ensuring security breaches found are categorised and where non security related e.g. safety etc. these are escalated to the line for action. 
  • Responsible for effective management of any (POCA) proceeds of crime act Claims to recover costs back to OR. 
  • Engage with Openreach contracts management team, highlight contractors who fail job standards and who pose a security risk and with the products team with any CPs under DPA {Duct and Pole Access] who are damaging our network. 
  • Work with BT legal in court cases that involves seizure of Openreach assets  
  • Engage with Openreach recycling team, to understand the current business demands for cable recovery. 

The skills you'll need

 

  • High level of investigative expertise in linking actionable intelligence against crime patterns. (Preferred) 
  • Previous experience of working for law enforcement preferred, or trained in law enforcement tactics with strong level of understanding of criminal behaviour and methodology. (Preferred)
  • Previous experience of acting as operational team interface and managing relationships with key senior area managers (SAM), providing specific operational deployment assurance.  (Mandatory)  
  • Previous experience of engaging regionally with Home office police forces and BTP [British Transport Police] building relationship with CSI police forensic teams to ensure evidence is recorded correctly. (Mandatory)
  • Proven track record of ability to lead on shared work with BT Security on operational tasking, to drive their investigations into critical services affecting areas. (Mandatory)
  • Previous experience of coaching good security practice to internal teams, contractors/ 3rd parties  and demonstrate security professionalism with all law enforcement agencies. (Mandatory)
