The Opportunity

As a member of the Senior Management Team (SMT), the Head of Risk & Compliance shares in the overall responsibility for the direction and coordination of the Country Office strategic inputs about the Risk and Compliance area and Safeguarding. The Head of Risk & Compliance in his/her capacity is responsible for development and implementation of Risk & Compliance plans, reports and mitigations at the country office level, this is including of all Field offices.

The Head, Risk and Compliance is responsible for providing advice and guidance on the management of Risk and the oversight of Compliance in the country office. This document is intended to clarify core, shared expectations of Risk and Compliance to existing staff and newcomers, to key stakeholders such line managers, technical advisors, regional leads, and those who rely on the risk/compliance/control/fraud work they do.

The role is a critical 2nd line of control for the organisation and requires independent and objective staff. The role should therefore report into the Country Director (CD) with a dotted line into the Regional Risk and Compliance Leader who has a dotted line into the Global Risk Director. 

The Egypt Country Office Risk and Compliance Unit is composed of two additional staff who report directly to the Head, Risk and Compliance: Safeguarding Senior Coordinator and Senior Compliance Specialist/Lead Investigator. 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.

 

Reports to: Country Director

Staff reporting to this post: Safeguarding Senior Coordinator and Senior Compliance Specialist/Lead Investigator; and strong links to all functions within the Country Office. 

Budget Responsibilities: 

Authorize float/expenditure as allocated for the unit’s budget by the Country Director; 

Takes part of the Country Office Financial scheme of delegation.

Role Dimensions: The Save the Children International (SCI) Egypt Country Office (CO) has an annual budget of around USD 15 – 18 million, working across the country on Child Protection, Education, Health and Livelihoods. The CO has over 300 staff and has offices across metro Cairo and Upper and Lower Egypt.

 

PRIMARY FUNCTIONS:

INCIDENT RESPONSE/INVESTIGATIONS 

  1. Provide independent reporting of risk, incidents & investigations.
  2. Independent reporting of risk v appetite and management of escalations as appropriate
  3. Independent reporting of incidents in Datix that affect ability of an organisation to hit its objectives
  4. Lead /coordinator of investigations
  5. Local owner of Datix system

 

ACTION TRACKING AND ASSURANCE

  1. Track progress of risk actions so unit head can provide appropriate annual assurance on risks
  2. Track audit/ investigation findings
  3. Coordinate assurance documentation and risk appetite status to complete annual Letter of Assurance
  4. Lead on CO provisions and material claims for managing risks which might materializes

 

CONTROL & MITIGATION TESTING COMPLIANCE 

  1. Provide spot checks/internal reviews to provide assurance on key risk management controls’.
  2. Develop annual work plan of spot checks/internal assessment reviews on key management controls.
  3. Review/attend unit process control meetings provide specialist input (E.g. attending Finance Control Compliance meeting).

 

STRATEGIC FUNCTIONS:

RISK IDENTIFICATION & MANAGEMENT

  1. Provide functional expertise to support the organisation’s risk identification and assessment processes. Utilise detailed knowledge of Board risk appetite to ensure that it is fit for purpose and fully embedded and operationalised within the organisation. Individual will:
  2. Be country expert in SCI Risk Framework tools and techniques (E.g. PART/Datix) 
  3. Provide expert insight support to award risk assessments. 
  4. Acts as a risk focal point with the rest of the SCI risk network
  5. Facilitate risk management processes and Co-Chair Country Risk Management Committee
  6. Assist Unit leads with their development and delivery of training to staff on key internal control and risk prevention measures related to their Ways of Working
  7. Support Partnerships team with the training of partners on basic risk awareness and the integration of these concepts unto the capacity support provided through other units (E.g.  data protection, procurement, recruitment, etc.)
  8. Provide expert support on internal control/mitigation design for new projects or processes
  9. Provide Surge support for risk prevention expertise to major humanitarian incidents

 

As a member of the Senior Management Team, contribute to: 

  1. Ensure that the required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Regional Office 
  2. In close coordination with SMT members and different stakeholders stand accountable for Co Risk & Compliance and Safeguarding plans, implementation and deliverance in accordance with Co strategic plan , objectives and milestones, timeframes and on budget 
  3. Responsible for the preparation of timely and high-quality progress reports, Risk and Compliance reports (SCARF), and lead on Co risk management plans;
  4. Mount appropriate and timely responses at scale to all emergencies consistent with established benchmarks, plans and organizational policies, and in close cooperation with other support functions stakeholders; 
  5. In coordination with Country Director, maintain consistent and coherent engagement inter-agency emergency preparedness and response coordination mechanisms including the Cluster system in Egypt

Staff Management, Mentorship, and Development – Risk & Compliance (R&C): 

  1. Responsible to make sure all staff under R&C understand and are able to perform their role in an aligned with Country Office Strategic Plan. 
  2. Manage Risk & Compliance team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly 
  3. Responsible for the recruitment, training, and promotion of staff as appropriate and, working with the Human Resources and other relevant departments, ensure availability of appropriate professional learning and development opportunities, technical and management, for R&C staff 
  4. Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up 
  5. Manage the performance of staff in the Risk & Compliance work area through: 
  6. Effective use of the Performance Management System including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations; 
  7. Coaching, mentoring and other developmental opportunities; 
  8. Recognition and rewards for outstanding performance; 
  9. Documentation of performance that is at standard and above and less than satisfactory, with appropriate performance improvements/ work plans

 

In order to be successful you will bring/have: 

Essential: 

  • At minimum, bachelor’s degree in criminal justice, accounting, Law, or other related field.
  • Seven or more years of relevant experience;
  • Excellent verbal communication, report writing and presentation skills in English and Arabic language;
  • Strong analytical skills;
  • Excellent business partnering and relationship building;
  • Proven ability to have a highly strategic focus while dealing competently with operational matters;
  • Demonstrated knowledge of counter-fraud techniques, best practices, and/or internal controls including AML/CFT, due diligence/KYC, and/or compliance experience;
  • Successful multi-disciplinary experience including working across your own organization or with a partner organization to deliver major operational change and delivering results to high standards;
  • Experience in training delivery and staff coaching;
  • Must be able to work independently, under pressure from deadlines, and in a challenging office environment;
  • Demonstrated ability to support adherence to policies and practices among a range of programs/functional units and among staff at all levels;
  • Commitment to Save the Children values; and
  • Can be trusted to keep sensitive information secure.

Desired: 

  • Certification in related field (e.g. CFE, SCCE, CIA, etc.);
  • Experience of working within challenging environments;
  • Knowledge of the local and international control and legal framework affecting operations in Egypt;
  • Experience with Save the Children systems (e.g. AMS, Agresso, Datix, etc.); and
  • Experience within an INGO, ideally at a country office level, or similar other organisation working with vulnerable communities and children or with similar experience within Save the Children.
