Job Description:

Dynamo Technologies has an opening for a Cybersecurity Workforce Management Analyst.  This position will develop cyberspace workforce plans, strategies, and guidance to support cyberspace workforce manpower, personnel, training, and education requirements and to address changes to cyberspace policy, doctrine, material, force structure, and education and training requirements.

Responsibilities:

  • Support human capital analytics capabilities using Tableau or Power BI for the continual enhancement and aggregation of data, to maintain data quality, and analyze workforce data.
  • Implement the cybersecurity coding structure that aligns with the work roles identified in the National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework, for agencies to identify and categorize all federal IT, cybersecurity, and cyber-related positions.
  • Complete the assignment of work role codes to filled and vacant IT, cybersecurity, or cyber-related positions.
  • Determine cyber training resources, to include both internal and industry-provided courses, instructors, and related materials.
  • Coordinate with internal and external subject matter experts to ensure existing qualification standards reflect organizational functional requirements and meet industry standards.
  • Develop data visualizations and graphical representations of information.
  • Develop and implement standardized position descriptions based on established cyber work roles.
  • Ensure that cyber career fields are managed in accordance with organizational HR policies and directives.
  • Ensure that cyber workforce management policies and processes comply with legal and organizational requirements regarding equal opportunity, diversity, and fair hiring/employment practices.
  • Establish and collect metrics to monitor and validate cyber workforce readiness including analysis of cyber workforce data to assess the status of positions identified, filled, and filled with qualified personnel.
  • Establish cyber career paths to allow career progression, deliberate development, and growth within and between cyber career fields.
  • Establish manpower, personnel, and qualification data element standards to support cyber workforce management and reporting requirements.
  • Establish, resource, implement, and assess cyber workforce management programs in accordance with organizational requirements.
  • Review and apply cyber career field qualification standards.
  • Review and apply organizational policies related to or influencing the cyber workforce.
  • Review/Assess cyber workforce effectiveness to adjust skill and/or qualification standards.
  • Support integration of qualified cyber workforce personnel into information systems life cycle development processes.
  • Design/integrate a cyber workforce strategy that outlines the vision, mission, and goals that align with the organization's strategic plan.
  • Identify and address cyber workforce planning and management issues (e.g. recruitment, retention, and training).

Required Skills/Abilities

  • Advanced experience with MS O365 especially PowerPoint, Excel (pivot tables), Word.
  • Being able to present well to mid-level and senior management.
  • Willingness to do both administrative work and presenting.
  • Ability to conduct research for reports and gathering data and statistics for management.

Nice to Have Skills

  • Any cybersecurity certification is not required but is a bonus.
  • Experience with PowerBi, MyBi, business statistics/analytics is strongly preferred.
  • Experience in Federal Human Resources Management is a plus.
  • Experience conducting training of personnel is preferred, particularly in IT, Cybersecurity & the NIST Risk Management Framework.

Education and Experience:

  • 2-4 years’ experience
  • Bachelor’s degree in a relevant field or equivalent relevant experience

Salary Range:

  • $80k - $90k annually -  The salary range offered is an estimate made in good faith, intended to encompass various experience levels.
