The Chief Compliance Officer of Park Avenue Securities (PAS) will be responsible for representing the firm to regulatory bodies and other key constituents as well as having responsibility for the overall compliance framework for PAS as a dually registered broker-dealer and investment adviser. 

The incumbent will lead the implementation and interpretation of applicable SEC, FINRA, MSRB laws and other regulations, and ensure our organization remains in compliance.  The Chief Compliance Officer of PAS will also play a key role in providing ongoing updates to our senior leadership teams and the PAS Board of Directors via leadership and management meetings.

This incumbent will play an active role in leading a team of associates providing guidance to business partners; oversight/surveillance to the firm’s daily transactions and assist in reviewing and investigating conduct of Registered Representatives (Financial Representatives) and employees regarding violations of firm policy and procedures and, regulatory requirements.

Candidates must have a broad knowledge of U.S. broker-dealer and investment advisory compliance, regulated business environments and key regulatory issues especially as they relate to retail distribution. This knowledge will include a demonstrated and consistent track record of success working directly with key collaborators and individuals residing within the various regulatory bodies and agencies. Candidate must also have a balance of both strong technical skills, with emphasis on knowledge and practical application of federal securities laws, regulations and procedures. Candidate should be a “decision maker” in their current organization and not purely a “technician”.

The PAS Chief Compliance Officer will report directly to the Vice President, Chief Compliance Officer for Individual Markets, who is a member of the Individual Markets leadership team. In addition, this position will have a dotted line to the President, Park Avenue Securities. Reporting into the PAS Chief Compliance Officer will be a team of associates.

You Will

  • Cultivate a strong working relationship with the Legal and Compliance staff; and supervise, guide and appraise staff in the Individual Markets Compliance Department
  • Maintain and update Policies and Procedures, and keep abreast of applicable existing, new and pending laws and regulations
  • Identify, develop, organize, and deliver vital compliance related training, and reinforce compliance-related communications.
  • Coordinate and partner with other Law and Compliance Department practices groups on shared functions (e.g., privacy, cyber security, advertising, complaint handling, anti-crimes unit, etc.)
  • Work closely with the trading, technology, operations and finance departments to assist with the implementation of compliance programs
  • Assist in identifying compliance or, supervisory deficiencies and implement corrective actions
  • Anticipate emerging regulatory issues and assess whether changes should be implemented to proactively address those issues at PAS
  • Be engaged with industry trade groups and regulatory forums to shape PAS or industry positions on particular topics
  • Be an active voice in the strategic direction of PAS as it continues to grow, in particular in the Investment Advisory business
  • Be responsible for the agency exam program and execute on improvement opportunities
  • Leverage partners in Guardian India offices for functional tasks that may be completed more efficiently offshore allowing onshore staff more time for analytical and risk-based work
  • Prepare and oversee self-assessment programs such as FINRA 3120/3130 as well as SEC 206(4)-7; present self-assessments to senior management and the PAS Board of Directors
  • Perform routine and ad hoc surveillance of trades and other processes
  • Review customer activity to detect irregularities that may result in regulatory or legal action
  • Prepare and maintain current regulatory filings (e.g., Form BD and Form ADV)

You Have

  • An undergraduate degree is required and a JD is preferred.
  • Series 7 and 24 are required
  • Minimum of 7 years of experience working in a large financial services organization that has a complex distribution platform and diversified product portfolio
  • Strong working knowledge of the securities industry, the products and services offered through broker-dealers, field agents and advisors, and applicable rules and regulations from within a current regulatory environment
  • Excellent project management skills
  • Results orientation with a track record of success
  • Excellent communication skills with the ability to translate compliance and regulatory changes into the implications for PAS’s business process and control environment
  • Excellent inter-personal relationship skills

Location

  • New York, New York (Hudson Yards) 2 days per week, 3 days WFH

Salary Range

$148,970.00 - $244,745.00

The salary range reflected above is a good faith estimate of base pay for the primary location of the position. The salary for this position ultimately will be determined based on the education, experience, knowledge, and abilities of the successful candidate. In addition to salary, this role may also be eligible for annual, sales, or other incentive compensation.
