The Manager of Security Operations is responsible for leading, managing and achieving the strategic security and traffic operation objectives of Regina Exhibition Association Limited (REAL) in accordance with recognized best practices and established laws, legislations and contracts.
This position will implement best practices to effectively and efficiently identify, mitigate, prevent, or eliminate unnecessary risks facing REAL and events at REAL District by adopting an intelligence-led approach to organizational security and traffic management.
This position will provide overall management for all services and activities involved in 24/7 facility security and surveillance, event security, emergency preparedness, and traffic operations and will plan, develop and implement programs to ensure the safety of facility staff, users, guests and property.
WHAT YOU WILL DO
1. Organizational Impact/Planning
- Develop and align Business Unit implementation plans to support the Guest Experience Department's strategic and operational goals (focus is six months – 1-year out).
- As the internal expert, provide leadership and implement plans to reduce current and future threat landscape, including vulnerability mitigation, incident response, and risk assessments.
- Report on security and traffic efficacy metrics and track work performance to elevate the Business Unit's maturity (security maturity model).
- Implement security audits to identify potential vulnerabilities related to physical security, staff safety and patron safety.
- Develop a training plan for parking attendants, surveillance, and security guards.
- Plan, implement and manage a fully functioning Event Command Center for REAL District day-to-day and event-specific operations, referencing the Incident Command System (ICS) organizational structure, features, and principles.
- Develop and implement emergency preparedness plans for large public assembly facilities.
- Manage over 2,500 parking spaces (owned and leased) for guests, staff and tenants daily.
- Lead the planning of all corporate security, traffic and parking programs, policies and processes, and act as a champion of these programs, policies and processes when implementing them within the organization to ensure security and traffic operations deliver best-in-class customer service to all associates and guests.
2. Budget
- Develop, plan, and manage the Business Unit budget, capital expenditures, monthly forecasting and take the initiative to find efficiencies and implement controls to manage costs.
- Assess, analyze and report on the Business Unit's performance against the annual budget and Key Performance Indicators (KPI).
- Accountable for approximately $2.5M in operational expenses and approximately $250K in revenue through paid parking initiatives. Revenue to grow annually.
- Negotiate Business Unit specific vendor contracts with support from the Procurement team.
3. Communication and Influence
- Influence and demonstrate persuasiveness to influence others to achieve Business Unit outcomes.
- Interact regularly with management and frontline personnel to communicate specialized facts and ensure compliance with policies and processes.
- Engage with external stakeholders, such as regulatory agencies, law enforcement, life safety agencies, emergency services, the parking and transportation industry, and municipal transit parking and traffic enforcement, to obtain information necessary to achieve Business Unit outcomes.
- Establish a network with other North American venue security and traffic operation management teams, regularly exchanging information to help each other prepare and execute events.
- Share with internal and external stakeholders on emerging risks, regulatory developments, and interpretation of regulations.
- Assist Event Managers in developing event-specific security/safety and staffing plans.
- Oversee event Incident Command Centre operations, including pre-event table-top training, staffing, communications, documentation of after-action reporting, and corrective follow-up designed to improve operational procedures District-wide.
- Support the implementation of emergency evacuation and weather-related safety training and exercises in collaboration with REAL's OHS.
- Collaborate with the IT Department on software and hardware requirements to support security systems functionality (e.g. surveillance cameras, access control, key management, etc.) and lead all future security and parking technology enhancements.
- Establish and maintain effective working relationships with staff, contractors and tenants.
- Coordinate and schedule external event support when appropriate, including but not limited to police, fire, paramedics, first aid, and other contracted security personnel.
4. Leadership
- Select, develop, coach, and mentor direct reports and a diverse workforce through leadership, performance management, and operational plan execution aligning with REAL's mission, vision, and values.
- 2 Full Time direct reports and 30+ Full Time indirect reports.
- Oversee and evaluate the Assistant Managers per established performance management plans.
- Be visible, engaged, and provide leadership to venue management teams.
- Provide and coordinate staff training; work with personnel to correct deficiencies; implement discipline and termination procedures.
- Routinely serve as a Manager on Duty for major events.
Requirements

Education and Experience
- 3+ years of experience planning, developing, implementing and managing a public assembly facility.
- A bachelor's degree or comparable work experience in law enforcement, criminal justice, or security management, complemented by a completed Certified Protection Professional (CPP) certification, is preferred.
- Experience working in a unionized environment is considered an asset.
Knowledge, Skills and Abilities
- Operational characteristics, services and activities of public assembly facilities.
- Crowd management and control techniques; Principles of supervision and training.
- Relevant federal, provincial, and local regulations.
- The terminology used in entertainment and convention center settings.
- Computer skills in Microsoft Office applications.
- Security surveillance, incident management, and access control systems.
