Job Description:  Senior Cyber Technical Writer/Quality Assurance SME

XOR Security is currently seeking a talented Senior Technical Writer/Quality Assurance SME to lead a managed approach for creating, updating, and managing policies, plans and procedures in support of an Agency's Governance, Risk, and Compliance (GRC) program.  The candidate will also lead quality assurance activities through optimization of GRC process and workflow, develop security artifacts, conduct technical metrics analysis of enterprise security data, and implement a continuous improvement capability. 

The candidate must be willing and able to support hybrid onsite requirements, which is currently 2x a week onsite in Washington, DC. Onsite requirements may change at the client's discretion.

Responsibilities:

  • Create technical and security documentation (policies, plans, and procedures) as required for the Chief Information Security Officer’s (CISO) organization including Information Assurance, Security Operations, and Configuration Management.
  • Develop and update the large number of technical documents and steer them through the document review process at CFTC.  This includes all A&A artifacts within CSAM as well as complex technical design documents that would be required on engineering efforts.
  • Develop organizational memos, directives and PowerPoint presentations at the direction of senior leadership.
  • Work with staff to collect and organization information required for preparation, drafting, editing, and optimization of standard operating procedures, incident reports, cyber intelligence reports, workflow diagrams, presentations, and other documentation
  • Manage the current knowledge management practices as well as design new knowledge distribution policies and encourage use of the new practices.
  • Organize and maintain existing knowledge management tool (SharePoint) to ensure usability by multiple cyber teams.
  • Analyze the effectiveness of the new knowledge management programs by observing its usage and evaluate its impact in terms of the organizational benefits.
  • Utilize the knowledge base resources and design a training module for the staff and clients to help them access the knowledge management tools.
  • Conduct ongoing trend analysis of reported metrics to identify potential quality gaps or technical cyber security issue.
  • Drive workflow and process optimization based on assessments and analysis of existing processes, gaps identified during metric analysis, observations.
  • Capture meeting minutes, track action items and provide follow up on status with all personnel (federal and contractor) to track task completion.
  • Provide quality assurance reviews of deliverables across all task orders.  
  • Lead development, gathering, and analysis of Key Performance Indicators and Metrics; gather and report metric values; assist in defining how metrics are leveraged to optimize cyber operations.
  • Assist with training and user management for the platform capabilities.
  • Translate technical information into clear, readable documents to be used by technical and non-technical personnel.
  • Observe staff and draft standard operating procedures related to the program.
  • Facilitate the staff and workers to share knowledge and review any knowledge management submissions from staff for accuracy and grammar.
  • Analyze functional teams and facilitate the formation of communities of practice within the organization.

Required Qualifications:

  • A Bachelors degree from an accredited school
  • A minimum of seven (7) years experience supporting a technical IT environment.
  • A minimum three (3) years technical writing experience specializing in operational environments.
  • A minimum of two (2) years experience in Quality Assurance or Project Management.
  • A minimum of one (2) year experience supporting a cyber program.  
  • Excellent organizational and attention to details in tracking activities within various Security Operation workflows.
  • Specialized experience includes: experience in content and information management, demonstrated experience in editing documents, including technical documents.
  • Must demonstrate the ability to work independently or under only general direction.
  • Coordinates the display of graphics and the production of cyber documents. 

Desired Qualifications:

  • Experience in creating and managing knowledge articles in SharePoint.
  • Experience with quality assurance activities of a large cyber program.
