Annex A – Special Terms and Conditions

The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes social security etc. whilst working on site at NATO HQ- Brussels, Belgium.

No special status is either conferred or implied by the host organisation, NATO HQ- Brussels, Belgium on to the contractor whilst working on site.

The contractor will be responsible for complying with all the respective National Health COVID-19 regulations for quarantine on arrival in Belgium before taking up the position.

1. INTRODUCTION

The NATO Chief Information Officer (CIO) function brings Information and Communications Technology (ICT) coherence across NATO Enterprise’s civil and military bodies. The NATO CIO is empowered to realize the Allies’ vision for the NATO Enterprise, is accountable to the Secretary General and is responsible for the development of Enterprise directives and advice on the acquisition and use of information technologies and services. The NATO CIO provides Enterprise oversight on cybersecurity issues, and, in close coordination with all relevant NATO civil and military bodies, works towards the continual improvement of the cyber hygiene and cybersecurity posture in the NATO Enterprise.

The Office of the NATO CIO (OCIO) is an integrated staff organization comprised of International Staff (IS) and International Military Staff (IMS) members.

The OCIO organizes Enterprise cyber incident and risk management exercises. The OCIO furthermore supports the planning, development and execution of exercises involving entities across the NATO Enterprise, in particular those exercises with cyber-related components.

The incumbent will be responsible for the planning, development, and supporting the execution and after-action review of the annual NATO Enterprise cyber incident/risk/operations exercise. The incumbent will be responsible for ensuring appropriate coordination of Enterprise Cyber Exercises, that require the support of the Office of the CIO.

The incumbent will execute the follow-on activities through engagement with several NATO stakeholders (eg.: NATO technical authorities, risk management authorities, NATO entities across the Enterprise, etc…). This will include NATO cyber and exercise subject matter experts.

2. TASKS

The contractor will carry out, with minimal supervision, the following tasks:

  • Support the planning, development, execution and reporting phases of NATO exercises with cyber-related components;
  • Develop NATO cyber-related Enterprise exercise storylines, identify interdependencies and prerequisites;
  • Prepare NATO cyber-related Enterprise exercise materials such as specifications, handbooks, process flow diagrams, and other supporting materials;
  • Advise on exercise best practices for NATO Enterprise exercise planning, conduct and evaluation;
  • Support the after action review process as Exercise Chief Analyst and support post exercise analysis and reporting (NATO Lessons Learned Process);
  • Support NATO exercises in which the involvement of the NATO CIO subject matter expertise in cybersecurity is required (e.g. Cyber Coalition);
  • Support the EXCON in the different phases of NATO Exercise;
  • Advise on the cyber-related Exercise portfolios that may require involvement of the OCIO;
  • Liaise with the relevant stakeholders involved in the planning, development, execution and evaluation phases of NATO Exercises.

4. LOCATION OF DUTY

The Service will be executed primarily on site at the NATO HQ offices in Brussels, Belgium. Frequent travels or short deployments to NATO Command Structure bodies would be required. Due to the nature of the work, minimal teleworking can be foreseen.

5. TIMELINES

The services of the contractor are required for the period starting 02 May 2023, or earlier if available, until 31 December 2023.

6. SPECIFIC WORKING CONDITIONS

Secure environment with standard working hours. Occasional non-standard hours may be required in support of the NATO Chief Information Officer urgent tasks.

7. TRAVEL

Occasional business travel may be required. Travel expenses will be reimbursed to the individual directly (in addition to the hourly rate) under NATO rules

8. SECURITY AND NON-DISCLOSURE AGREEMENT

The contractor must be in possession or capable of possessing a security clearance of NATO SECRET.

A signed Non-Disclosure Agreement will be required.

Requirements

3. PROFILE

  • The contractor must have a currently active NATO SECRET security clearance
  • The contractor must have more than 3 years of experience in the organisation, management and support of international operations, activities, units and projects related to defence, security, electronics and communications
  • A degree from a university or establishment of similar standing;
  • At least 3 years of experience in planning and supporting exercises, preferably in a large organization at Enterprise-level;
  • Excellent communication and negotiation skills;
  • Excellent English writing skills, the ability to draft clear and concise reports, and the ability to brief on their work in English;
  • Good planning skills;
  • Experience in exercise planning processes, including but not only, exercise objectives setting, development of storylines, scenarios, exercise specifications, etc;
  • Experience supporting NATO Exercises;
  • Experience in mapping and visualising complex processes in support of storylines development;
  • Knowledge of cyber incident management process and risk management process in a large organisation at Enterprise level;
  • Availability to travel to the required locations in support of the different Exercise phases, estimated as a minimum of 30% of the annual commitment.
  • Knowledge and Experience of NATO Bi-SC 75-03 Exercise design and Execution is desirable;
  • Knowledge and Experience in NATO Lessons Learned process is desirable;
