Duties and Role

Under the direction of the Head of the Learning Design and Development Branch, the incumbent will perform duties such as the following:

  • Act as Subject Matter Expert in the Cyber domain
  • Work closely with NCI Academy Subject Matter Experts and the Senior Learning Advisor to articulate Cyber specific training needs and solutions for audiences in the NATO Command Structure, NCIA, Nations and Partners
  • Work closely with internal and external stakeholders to design learning solutions and develop Cyber-specific courseware in the appropriate delivery mechanisms;
  • Work closely with the Learning Advisor to develop training related sections of Project Proposals and Capability Programme Plans (CPPs)
  • Design instructional methods such as demonstrations, interactive exercises, instructional videos, web-based courses, micro— learning etc. to support the most effective and efficient learning environment in conjunction with instructors;
  • Coordinate the development and maintenance of Cyber-specific learning content, including but not limited to topics as:
    • Security Architecture & Engineering;
    • Endpoint protection;
    • Threat Hunting;
    • Threat Intelligence and Situational Awareness;
    • Vulnerability Analysis;
    • Monitoring and Detection of Intrusions;
    • Digital Forensics and Incident Response;
    • Cloud Security;
    • Cyberspace Operations.
  • Maintain relationships with all relevant stakeholders in the NATO Enterprise to stay abreast with Cyber-related developments;
  • Maintain, design and customise learning materials, resources and documentation to deliver agreed outcomes;
  • Articulate requirements for the Cyber-specific training systems and collaborate with the NCI Academy Technical Capability and Support Section to ensure the appropriate training infrastructure is in place;
  • Conduct periodic reviews/revisions of course content for accuracy, completeness, alignment, and currency (e.g., course content documents, lesson plans, student texts, examinations, schedules of instruction, and course descriptions);
  • Recommend revisions to curriculum and course content based on feedback from previous training sessions and/or new capabilities;
  • Coordinate training changes with all stakeholders involved;
  • Work closely with NCI Academy instructors and the Quality Assurance Group to assess student performance and review cohort performance;
  • Act as back up for training delivery in the NCI Academy's Cyber Defence curriculum, with a focus on "train the trainer" activities to enable other instructors to deliver the curriculum;
  • Deputize for higher grade staff, if required;
  • Performs other duties as may be required.

Requirements

  • NATO Secret security clearance
  • A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least
  • Demonstrate knowledge and professional experience in at least one of the following areas: o Security Architecture & Engineering;
    • Endpoint protection;
    • Threat Hunting;
    • Threat Intelligence and Situational Awareness;
    • Vulnerability Analysis;
    • Monitoring and Detection of Intrusions;
    • Digital Forensics and Incident Response;
    • Cloud Security.
  • Experience with working in projects in the Cyber domain, particularly working to meet deadlines and delivering products within budget
  • Experience with delivering training on Cyber-related topics;
  • Experience with designing and developing learning solutions and course ware;
  • Experience with the design and execution of exercise scenarios.
  • Experience with industry standard development models such as ADDIE or SAT;


Desirable Experience and Education:

  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including Allied Command Operations (ACO) and Allied Command Transformation (ACT).
  • Experience with On The Job Training (OJT);
  • Experience with conducting Training Needs Analysis;
  • Experience with online and blended learning technologies;
  • Experience with authoring and development tools such as Adobe captivate, Articulate Storyline;
  • Experience with managing contents in Learning Management Systems;
  • Experience with AGILE ways of working;
