Duties and Role

Under the direction/guidance of the section head of software engineering for products in in-service support (Head SES-ISS), the DevSecOps engineer will:
  • Analyse the current environment architecture to understand the way it is used and implemented, improve the existing documentation if required
  • Maintain the environment up to date following the updates released by the vendors of the tools used in the environment. This includes, among others, the following tools: nginx, PostgresSql, Docker, GitLab, Jenkins, SonarQube and Nexus.
  • Devise, document and present a strategy for the improvement of the environment in the short (0-3 months) and medium (6-12 months) term
  • As feasible, provide examples of the proposed improvements or develop locally a proof of concept.
  • Attend virtual and in-person meetings.
  • The contractor shall participate in the Agile Sprints which are about 3 week durations and shall participate in daily status update meetings, done in person and via electronic means using Conference Call capabilities.
  • The development/testing work will be carried out accessing on site engineering/test facilities in the laboratories at NCI Agency The Hague. These facilities consists of all necessary development platforms, servers, web servers, etc. to support development and testing. Work will be conducted at least 50% of the time locally in The Hague.

Requirements

  • NATO Secret Security Clearance

The consultancy support for this work requires a database analyst / system engineer with the following skills and experience:

1. Practical, recent experience in development of automated pipelines, container and orchestration services and agile software development in C/C++/C#, Java;

2. Practical recent experience administering and deploying:

a. development CI/CD tools (e.g. Git, Jira, GitLab, Jenkins);

b. build and automation tools (e.g. Ant, Maven, Gradle, Nexus, Cmake);

c. static code analysis tools (e.g. SonarQube)

d. automation and orchestration tools (e.g. Docker Swarm, Kubernetes, Ansible, Salt)

3. Significant experience with both Windows and Unix operating system environments

4. Experience with infrastructure scripting solutions such as Bash, Ksh, PowerShell or Python

5. The candidate is able to speak and write fluent English since the work is conducted in English

6. The candidate has a NATO SECRET security clearance, provided by the national security organization valid at the time of submission of the bid covering the period of the requirement.

7. The candidate must have the nationality of one of the NATO nations.

Desirable:

- Experience in software engineering and quality attributes of mission critical and safety related systems;

- Extensive knowledge of Secure Software Development Lifecycle concepts and related tools, a certification like CSSP/CSSLP is a plus;
