Job Description

Magic Leap is looking for a Capture and Pursuit Manager (CPM) who will report to the Director of Business Development (BD) for MLH for the management of and completion of various proposals submitted by MLH to the US Government (USG), US State and Local Government entities (SLG), US Defense Industrial Base prime contractors (DIB), and various foreign government and companies.   The CPM is responsible for the frequent review of public announcements of the USG and SLG business opportunities and for the identification and qualification of relevant opportunities.  Sources of such public announcement include, but are not limited to sam.gov, Other Transaction Authority (OTA) consortia, etc. 

The role should be based in Orlando, FL  OR US Remote (must be able to travel 25%).  

Responsibilities:

  • The CPM will coordinate, facilitate, or complete all elements of proposal submissions including, but not limited to: schedules, cost/pricing volume, technical volume, past performance volume, subcontracts, and Sections L&M.
  • During the preparation of a proposal, the CPM will matrix manage developers and other MLH personnel assigned to assist in the preparation of the proposal.
  • Assist in the review and/or development of Contracts, Agreements, and Intellectual Property (IP) documents.   
  • The CPM will participate in the development Intellectual Property (IP) provisions, data rights assertions, and license provisions in MLH contracts and agreements.   This collaboration will range from the development of the strategy for these areas to the development of draft language for applicable documents.
  • The CPM may be responsible for development of MLH wrap rates for proposal and may be required to collaborate closely with ML Finance.  
  • Support the execution of the strategic, business, and technical vision of the ML Horizons Defense segment.
  • Support the definition of product and solutions needs.  Provide product management input based on engagement with government and non-government organizations / partners engaged in the Defense segment.
  • Support the establishment of project plans with clear milestones and deliverables 
  • Participate in customer- and partner-facing business development and product management activities, to provide segment expertise and to ensure integration and translation of customer requirements into research and development processes, MRD/PRD/technical requirements documents (TRD).

Qualifications:

  • 10+ years experience in the Defense and Defense services sectors, preferably with experience in the integration of emerging technologies (both hardware and software) into component capabilities
  • Experience working in a distributed, matrixed environment, able to influence senior leaders and engage employees that are not in a direct reporting structure
  • Experience in or familiarity with the protection and sharing of intellectual property developed using government funded R&D
  • Experience in or familiarity with export control regime (ITAR, EAR, etc.) compliance
  • Have a history of winning competitive government solicitations
  • Be fluent in partnering, teaming agreements, and color teams
  • Have significant and substantial experience as book boss, proposal manager, and/or capture manager
  • Have a thorough understanding of the DoD contract life cycle
  • Have a working knowledge of contract types and FAR/DFARS
  • Have experience and facility in networking with the government and potential partners
  • Experience as a Black Hat
  • Have current knowledge of and practical experience with the polices and practical implementations of US Department of Defense (DoD) IP and data rights in contracts and agreements.   
  • Have significant experience in subcontracts with Defense Industrial Base (DIB) companies, particularly in protecting and preserving the IP and data rights of the subcontractor.  
  • Have demonstrated past performance bringing to successful conclusion agreements and contracts (between the Incumbent’s organization and the USG or DIB prime contractors) which preserve the IP, data rights, and license rights of the Incumbent’s organization.
  • Have a wealth of understanding of the organizational structure, culture, and processes of DoD, as well as and the operational and business challenges faced by its various components.  
  • Have practical experience in and be familiar with the various contracting tools and associated regulations [Federal Acquisition Regulations (FAR) and non-FAR] employed by DoD to acquire non-traditional solutions, solutions which feature emerging commercial technologies.  

 Education:

  • BA/BS in related field
