We are seeking a Cyber Operations Planner to support a mission to reduce cyber risk by being the Nation’s flagship for cyber defense, incident response, and ensuring the resilience of nationally critical functions by delivering capabilities including technology, information, and analytics to support risk reduction. In this role you will participate in all joint operation and crisis planning activities in support of Senior Executive staff supporting Operational Planning and policy development, This job is located in Arlington, VA with remote work options potentially available.

What You'll Do

  • Conduct joint operation planning that integrates the whole-of-government plans and operations.
  • Monitor and review strategies, doctrine, policies, directives, and instructions from the National Security Council and make recommendations to ensure compliance and/or consideration in planning efforts.
  • Develop plans with milestones and deliverables that are well integrated with interagency plans and operations.
  • Determine whether campaign plans properly capture and describe an approach to implementing all guidance to senior leadership and interagency partners.
  • Analyze, assess, and develop future strategies, policies, and doctrines governing cyberspace operations.
  • Support interagency policy formulations on cyberspace issues, ensuring authorities, concerns, and equities are accurately represented.
  • Provide concise, actionable communications to senior officials, both written and orally.
  • Manage, coordinate, provide support and advise leadership on pre-event action planning/coordination/preparation, support during cyber events, and post-event activities and follow-up.
  • Facilitate operational planning that aligns with policy and assist and coordinate the execution of internal processes and procedures in coordination with branches to support incident driven activities.
  • Develop briefings and talking points for senior government leadership participation in internal and external events, often on short notice.
  • Formal plans for cybersecurity operations that leverage the full suite of operational capabilities in support of cybersecurity resilience in the lead up to and during events of national significance. These plans are synchronized with and as appropriate, align to, agency-wide planning efforts.
  • Develop and pilot new approaches to actively impede or limit the effectiveness of malicious cyber activity for the protection of critical infrastructure through improving U.S. Government-Private Sector understanding, situational awareness, information sharing, and joint preparedness.
  • Identify organizational capability, policy and process gaps and development of plans to refine and improve internal operational processes and procedures.
  • Develop and implement a framework for the planning, execution, and prioritization of division-wide cyber operations resources and capabilities.
  • Develop a Stakeholder Engagement Plan and an After-Action Report for all planned operations and events.

Requirements


Education + Experience

  • Minimum of a Bachelor’s degree from an accredited college or university.
  • At least 5 years’ experience working onsite with government clients.
  • Strong analytical, organizational and problem-solving skills.
  • Strong attention to detail and excellent communications skills.

Desired Skills and Knowledge:

  • Experience working with or within DHS cyber or infrastructure security related organizations desired.
  • DoD cyber Ops planning training.
  • Experience coordinating with interagency partners.
  • DHS EOD/Suitability

Security Clearance

  • U.S. citizenship required
  • Active Top Secret/SSBI; eligible for SCI
