This is a multidisciplinary security position requiring a qualified senior security professional. The Contractor Program Security Officer (CPSO) is responsible for the management, direction, administration and development of security programs and procedures for those assigned to the program. This program has contractually imposed security requirements in excess of normal National Industrial Security Program Operating Manual (NISPOM) requirements. The CPSO is the primary interface with government customer regarding assigned program security matters and requirements. The CPSO will complete the nomination process for personnel, prepare for inspections, process visit requests, conduct security briefings, refreshers and debriefings, maintain access rosters, classified mail, and IDS/access management systems and perform other duties as assigned. The CPSO will also be responsible for providing support and coordinating ICD-705 Secure Area Accreditation (Pre-Construction to De-accreditation) of multiple facilities supporting the program.


Responsibilities:

  • Perform program security administrative tasks and duties i.e. filing, updating logs/lists, supplies, coordination with internal and external customers
  • Maintain personnel security records for Collateral/SAP/SCI related programs to include the use of SIMS, DISS.
  • Perform initial access eligibility determinations and create SCI nominations.
  • Process incoming and outgoing classified visit certifications
  • Conduct internal self-inspections and Customer Security Compliance Inspections
  • Maintain classified material accountability records to include inventory lists, receipt and transmittal records and final disposition documentation
  • Working knowledge in the preparation and maintenance of prime and subcontract DD254s
  • Ensure all classified materials are marked and controlled in accordance with contractual requirements
  • Review operational requirements and system specification documents to ensure applicable security requirements are addressed and incorporated into security processes
  • Interpret and implement security classification guidance
  • Development of Program Protection Plans (P2P) strategies and implementation
  • Investigate and document security violations/incidents, providing recommendations for corrective actions to program personnel/management
  • Develop and maintain the company’s Security Standard Operating Procedure (SSOP) for Special Access Programs
  • Attend, support and participate in program meetings, staff meetings, telecons, etc
  • Respond to walk-in customers and perform ad hoc security services as required.
  • Security Education & Training - Develop/conduct formal initial and recurring security education and training materials/events.
  • Program and maintain the access control systems
  • Develop and maintain Fixed Facility Checklists and TEMPEST addendum
  • Provide alarm response support and situation-dictated response action, schedule alarm maintenance, coordinate semi-annual alarm testing
  • Maintain sponsored facility accreditation letters
  • Coordinate with appropriate offices for construction or alterations
  • Participate in pre-construction meetings and document results
  • Document and maintain construction progress and activities

Requirements

Required Qualifications:

  • Bachelor's degree in related discipline, or equivalent education and work experience
  • Knowledgeable of the DoD Manuals 5205.07 Vol 1-4, NISPOM 5200.22M and ICD-705
  • Strong oral and written communications skills
  • Expertise in Program Security with in-depth understanding of Personnel Security, Physical/Technical Security and Document Control
  • DoD Top Secret clearance with current Investigation
  • Ability to maintain a DoD Top Secret clearance and all Special Program accesses, SCI eligibility
  • Willing to work extended hours, in a fast paced, deadline driven environment in a variety of program areas
  • Willing to occasionally travel on company business (up to 15%)

Desired Skills:

  • Experience with physical construction of Special Access Program Facilities (SAPFs) and/or Sensitive Compartmented Information Facilities (SCIFs); ICD-705 knowledge
  • Experience with access control and alarm Intrusion Detection and Surveillance systems; UL-2050 knowledge
  • Experience with DISS, Scattered Castles and JADE
  • Experience with developing Program Protection Plans (PPP)
  • Experience with Atlassian products Confluence/JIRA
  • Ability to excel in a fast-paced work environment in a variety of program areas
  • Formal Special Access training
