Culmen International is seeking a Senior Cybersecurity Advisor to support the Argentine Ministry of Defense and Joint Staff in Buenos Aires, Argentina.

Role and Responsibilities:
The Senior Advisor will be embedded with the Argentine MoD in Buenos Aires, Argentina. The Senior Advisor will work with the Argentine MoD, CCCD, and other (GoA) entities to assist in building the capacity of the CCCD, improve cyber security within the MoD, and develop joint cyber defense coordination within the service branches and interagency. Provide expert guidance and training as well as advice and technical assistance needed to develop and implement cyber reforms and policies at the Joint Staff. Advise the Ministry of Defense and support effective interagency coordination on cybersecurity within the Government of Argentina, as required.

Basic Qualifications:

  • Bachelor’s degree plus 10+ years of experience OR Master’s degree plus 6+ years of military and/or U.S. civilian professional experience with cybersecurity
  • Minimum O-5 rank in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent)
  • 3+ years of experience advising foreign governments or militaries
  • 3+ years of experience working in the Latin America on defense or national security projects
  • 2+ years of experience developing cybersecurity and cyber defense strategy, policy, or procedures
  • 2+ years of experience working either on Joint Staff or another Major Staff, or within the Office of the Secretary of Defense or equivalent cyber-responsible office in the Department of Defense
  • 2+ years of experience in establishing and institutionalizing cyber programs and processes inclusive of the management structure, procedures, and skills necessary to develop defense or national security plans in the cyber domain
  • Knowledge of cybersecurity challenges in emerging market
  • Active Secret clearance
  • Fluency in Spanish in professional and technical environments, including speaking, writing, reading, and listening at a level equivalent to a Foreign Service Institute 3/3 or DLPT 2+/2+/2+
  • US Citizenship is required

 

Additional Qualifications:

  • Experience with conducting negotiations in a business or advisory setting or formal training in negotiations
  • Experience in cyber defense and IT security at the national and inter-ministerial level
  • Experience in leading cybersecurity capacity building initiatives in a bilateral and/or multilateral environment
