The Department of Information Technology at the Dell Medical School is looking for an Executive Director of Strategic Initiatives and Deputy Chief Information Security Officer.

This role reports to the CIO and has two parts.  The first is related to building new teams and capabilities. The second is to develop and implement a healthcare cyber security program in partnership with the University Information Security Office - in this role there is a dotted line reporting relationship to the University CISO.

Strategic initiatives responsibilities in the first two years include hospital infrastructure planning with the design architect and other team members; development of an EHR hosting strategy; ERP (HR, Finance and Supply Chain for healthcare) project; Digital Engagement Platform project; Research Technology Strategy including network and endpoint management and CTRMS project; and Medical Education Technology Strategy including integration with campus systems, AI and VR in teaching, addressing current solutions that are not on a sustainable path, and developing an overall medical education technology strategy with the new vice dean once onboarded.  The role will be responsible for the overall IT Service Management implementation in partnership with teams across the organization. Future years will include initiatives such as development of a bio medical equipment strategy for the hospital, use of robotics, and others defined in the strategy and roadmap.

DCISO responsibilities include developing a multi-year Information Security Strategy and Roadmap for healthcare including infrastructure (e.g. architecture, byod, mdm, network, hardening, etc.) and process (e.g. governance, detection, incident response, risk assessments, vendor relations related to security, etc.) all using the NIST framework.  This work will be done in partnership with the University Information Security office and central IT. 

This role is responsible for building teams, driving major programs to implement new capabilities, and transitioning them from project to sustainable operations. 

Purpose

This executive director position will assist the CIO to ensure assigned IT strategic initiatives that are mission critical to achieving the academic medical center goals are met.  These initiatives are defined in the Technology, Digital, and Data Strategy and Roadmap which will be updated every one to two years to ensure alignment with organizational strategy and to ensure we stay on track from an IT perspective to enable safe and secure hospital operations when the facility opens. 

Responsibilities

  • Executive presence with an ability to build relationships, influence, communicate and solve complex challenges with executive and operational teams.  Proven ability to quickly change direction and adapt in a dynamic environment.  Deep understanding of health care operations in an academic medical center setting.

  • Ability to develop and communicate a vision for assigned scope of work along with strategies to implement that vision. Regularly conducts research and evaluation of current trends and industry practices to inform strategy.

  • Business-driven, people-focused, with exceptional influencing skills; excellent organizational, multi-tasking, presentation, and time-management skills; strong verbal and written communication skills with ability to transcend business and technical audiences.  Data driven in decision making and continuous improvement of services.  Strong analytic and problem-solving skills.

  • Ability to work independently at an executive level, bring clarity to complex and ambiguous problems, and identify strategic plans with tactics for execution.  Work style of collaboration balanced with the need to execute and complete priority work.  Proven track record of delivering integrated solutions in complex environments with multiple stakeholders.  Takes accountability for individual and group responsibilities.

  • Experience building and leading teams in a fast-paced environment partnering with senior business leaders.  Proven ability to lead teams; develop, mentor and coach staff; build effective relationships, and drive change.

  • Manages projects, plans, and budgets to ensure alignment with the organization's strategic direction in ways that foster a high performing work environment and mitigate risks.  Deep understanding of change management and the human side of change.

  • Sound business and financial acumen with demonstrated ability to manage a budget.  Negotiates and manages contracts with key service providers and ensures service levels are met.

  • Staff development necessary to create a high-performing, customer-centric organization. Capable of recruiting top talent. Customer service oriented.  Is able to develop a culture of service, continuous improvement, and collaboration.

Required Qualifications

Bachelor's degree in technology, business, management, or a healthcare related field. Knowledge and experience with ITIL Framework. Knowledge and experience with NIST Framework. Ten years of progressively advancing management experience including operations, managing teams, and developing new capabilities. Demonstrated experience in a healthcare cyber security function. Leadership experience in healthcare provider setting. Demonstrated knowledge of healthcare operations, systems thinking, process design. High tolerance for ambiguity and ability to work in a fast-paced dynamic organization. Experience with policy development and implementation. At least 5 years of budgetary responsibility. Experience leading transformational initiatives in complex environments. Relevant education and experience may be substituted as appropriate.

Preferred Qualifications

Master's degree in healthcare administration, MBA, or related field. Executive leadership experience. New service line design and development experience. Experience running a healthcare cyber security function. Experience with EHR and ERP platforms in healthcare. Experience with ITSM and supporting software implementations. Experience in medical education, research, or other related fields of healthcare. Experience in strategic planning, organization design and development
